Summary: This open sourcing project sponsored by Pure Energy Systems, based on a design by MXLO, commenced Mar. 3, 2004 and was active for about a month.  At least 14 (8 verified) replications were built, none of which worked, proving that MXLO plans are neither easy nor complete, contrary to what they insinuate on their site, which now redirects to the U.S. government's renewable energy site. On July 10, a hint about shielding was given that was not contained in the plans.

The plans are neither easy to follow (too many contradictions and uncertainties) nor adequate to build a working device.  If MXLO indeed has a working device (no evidence given), they are not disclosing how to build it.

Report (March 31, 2004):
Numerous highly qualified individuals have built this device to the specs given by MXLO, but none have been able to get it to work. 

- Not Easy
After protest from PES open sourcing project director, MXLO finally added a disclaimer on their plans purchase page stating that just building the device may not result in a working unit -- "patience is required."  Other than that statement, the site gives the impression that a working device is easy to obtain.

- Plans Not Complete
What they do not divulge in any way on their site, which they told us, is that they are (allegedly) under NDA that requires that they MUST NOT give a full explanation of how to get the device to work.  Their website does not give even the slightest hint that their plans are not complete, nor that the individuals providing the plans are under any such restraint.

- Conclusions
We present here the efforts of many people acting in good faith, based on the MXLO site claim that the plans were easy to follow and adequate to produce a working device, neither of which has yet proven true.
