Recommended Protocol for Peer Review Process
Submission and referee protocol for document publication by Pure Energy
Systems.
- Following PES editorial guidelines,
PES or a third party develops a document to a "final draft" stage.
- If a primary author and supporting team are not strong writers, clarity, relevance, and
accuracy of content will be the primary guidelines.
- PES recommends strongly that the composition of the draft include the input of at least
one person who qualifies as a "peer" in the field of relevance.
- Involvement of PES editors in the drafting phase is also encouraged.
- Once submitted, the primary author entitles PES sole discretion as to its publication.
- Screening: The document is reviewed by at least three PES official editors (including
volunteers designated as such), who specialize in the area of relevance (e.g. Tesla turbines).
- Two of three must approve for it to pass screening.
- Whether or not two of three editors are inclined to approve the document, the editors may
suggest to the principal author changes that should be made to the document, to then be
re-submitted.
- The author may opt to forego any changes.
- If declined, the primary author has the right to submit the piece elsewhere. They may
also permit PES to publish the document as is, noting that it did not pass the initial screening
review.
- Approved documents are then sent to a PES chief editor who does a final clean-up of the
document.
- The document is presented to six qualified "peers."
- The first three who respond that they will have time to review it within one month will be
assigned the task under contract.
- If three have not responded within one week, three more will be presented with the
document, and so forth, until three have responded that they can do the review.
- Once three have responded that they can do the review, the remainder will be notified that
three have been selected.
- Any of the remainder may opt in as "stand by" in case one of the selected
reviewers is unable to complete the review in the time allotted.
- The names of the proposed peer reviewers will be disclosed to all of the peer reviewers.
- Any one of the peer reviewers may submit a protest that one of the proposed reviewers
is not qualified.
- The protest will be submitted to two other peers who can either uphold or reverse the
protest.
- The selected reviewers will sign a contract wherein they agree to the following terms:
- Each reviewer will be paid a standard, flat amount (e.g. in range of $100 - $250, set by
PES).
- The names of the reviewers will be published.
- The comments of the reviewers will be published with the document, whether or not it
passes peer review.
- The document "passes" peer review when at least two of the three reviewers approves
it.
- The document may be published whether or not it passes peer review, with the results of the
peer review clearly stated.
- If the document "fails" peer review, the primary author of the document reserves the
right to disclose whether or not he/she intends to revise and resubmit the document, but the
right to publish remains with PES.
- When a document fails peer review, the primary author may present it elsewhere, knowing that
PES may publish the document as is.
General Guidelines
- The criterion by which one is considered a
"peer" will be presented to each of the peer reviewers.
- A roster of present "peers" and their areas of expertise will also be presented to
each of the peer reviewers.
- Each peer reviewer will be given an opportunity recommend additional names to the roster.
- Peer reviewers may recommend changes to the protocol, but the decision to revise the protocol
rests with PES.
- PES may opt to form a society, with elected officers, who then make all decisions pertaining
to the peer review protocol and personnel.
